यह सार्थक भी है और किसानों में भी गर्व की अनुभूति कराता है। श्री मोदी किसानों के दिल में उतरने की कोशिश करते भी दिखाई पड़ते हैं। एक सम्मेलन में उन्होंने कहा था कि किसान अपने खेतों में अनाज इसलिए नहीं पैदा करता कि इससे उसका और उसके परिवार का पेट भरेगा बल्कि इसलिए अन्न उगाता है कि कोई भी खाली पेट न सोए। इस तरह की बातें सुनकर किसानों को सचमुच आत्मगौरव की अनुभूति हुई होगी लेकिन वहीं अन्नदाता आत्महत्या क्यों कर रहा है?बिचैलियों और राजनीति से मुक्त क्यों नहीं हो पा रहा है?उसकी फसल का वाजिब मूल्य क्यों नहीं मिल पा रहा हैं?इन सवालों का जवाब कोई नहीं दे रहा है।ऐसे ही सवालों ने मध्यप्रदेश के किसानों को आंदोलन करने के लिए मजबूर कर दिया। किसान तो सीधे-सादे होते हैं लेकिन समाज के हर वर्ग में कुछ अराजक तत्व भी मिल ही जाते हैं। ये अराजक तत्व गुमराह करने के लिए आगे आ जाते हैं। मध्य प्रदेश के किसान वाहनों को तोड़ रहे हैं, पुलिस चैकी में आग लगा रहे हैं, तरह -तरह की हिंसा कर रहे हैं- इसे कतई उचित नहीं कहा जा सकता। ये सब अराजकतत्वों के कारण हो रहा है लेकिन इसका खामियाजा किसान भुगत रहे हैं। मध्यप्रदेश के मंदसौर के किसानों के हिंसक प्रदर्शन पर पुलिस को गोली चलानी पड़ी और 6 किसानों की मौत हो गयी। मरने वालों में कोई कथित किसान नेता नहीं है- ऐसा क्यों?दरअसल यह हिंसा अराजक तत्वों ने ही करायी है। मुख्यमंत्री शिवराज सिंह चैहान की भी गलती को नजरंदाज नहीं किया जा सकता।
उनकी सरकार ने संघ समर्थित किसान संगठन से वार्ता करके समझ लिया कि आंदोलन थम जाएगा लेकिन भारतीय किसान यूनियन इससे और चिढ़ गयी। किसानों ने बंद का आयोजन किया। फायरिंग में 6 किसानों की मौत से गुस्साए किसानों ने सैकड़ों की संख्या में उग्र प्रदर्शन शुरू कर दिया। मंदसौर के डीएम स्वतंत्र कुमार जब किसानों को समझाने का प्रयास कर रहे थे तो प्रदर्शनकारियों ने उनके साथ भी मारपीट की। बेकाबू प्रदर्शन कारियों ने भोपाल-इंदौर हाइवे पर कई वाहन तोड़ डाले और एक थाने में आग लगा दी। राज्य में हालात बेकाबू हो गये तो केन्द्र सरकार को भी चिंता हुई और केन्द्र ने 1100 जवान वहां मदद के लिए भेजे। राष्ट्रीय अपराध रिकार्ड ब्यूरों के अनुसार देश में 3087 किसानों ने आत्महत्या इसलिए कर ली क्योंकि वे कर्ज का बोझ नहीं उतार पा रहे थे, उनकी फसल बर्बाद हो गयी थी और बीमारी में उनका ठीक से उपचार नहीं हो पा रहा था। ब्यूरो के रिकार्ड के अनुसार 2015 के ही ये आंकड़े हैं। कर्ज के बोझ से परेशान होकर तीन हजार से ऊपर किसान आत्म हत्या करने को मजबूर हुए तो राज्य सरकार की किसानों के प्रति उदासीनता जाहिर होती है। इसके अलावा 1562 किसानों ने फसल बर्बाद होने के चलते अपनी जान दे दी।
शर्म की बात तो यह है कि किसानों को न्यूनतम समर्थन मूल्य ;एमएसपीद्ध फसल बीमा योजना, फल एवं सब्जी के लिए अनुदान, पशुपालन में सरकारी मदद जैसी कितनी ही योजनाओं की जानकारी तक नहीं है। गन्ना किसानों में सिर्फ 40 फीसद ही यह जानते है कि न्यूनतम समर्थन मूल्य कितना है। मूंग, मूंगफली और उड़द तथा तूर दाल उगाने में अव्वल मध्यप्रदेश के किसान इनका समर्थन मूल्य ही नहीं जानते। मूंग का समर्थन मूल्य क्या है, इसे सिर्फ 9 फीसद किसान ही जानते हैं। इसी प्रकार मूंगफली का समर्थन मूल्य भी सिर्फ 8.7 फीसद लोगों को पता है। ऐसे में किसान अपनी फसल औने-पौने दाम पर बिचैलियों को ही बेंच देता हैं। कृषि उत्पादों की वाजिब कीमत किसानों को न मिल पाने की समस्या को देख कर ही भारत सरकार ने 1965 में न्यूनतम समर्थन मूल्य योजना शुरू की थी। इस प्रकार 52 साल बाद भी किसानों तक यह जानकारी क्यों नहीं पहुंच पायी?लेखपाल, ग्राम प्रधान, ब्लाक प्रमुख आदि सरकारी और गैर सरकारी प्रतिनिधि किसानों के प्रति अपने दायित्व का निर्वहन क्यों नहीं कर पा रहे है?सरकार की तरफ से व्यवस्था है कि फसल को बोने के समय ही 23 फसलों का न्यूनतम समर्थन मूल्य भी घोषित कर दिया जाता है, इसके बाद भी किसानों को उनकी फसल का वाजिब मूल्य क्यों नहीं मिल पाता?मध्यप्रदेश में उड़द पैदा करने वाले सिर्फ 5.7 फीसद किसान ही न्यूनतम समर्थन मूल्य के बारे में जानते हैं और इनमें से कुछ ही किसान समर्थन मूल्य पर अपनी उपज बेच पाए हैं।
